Instead of appeals for more foreign aid to rehabilitate the country from the effects of disasters, research group IBON urges government to cancel debt payments and free up resources for relief and rehabilitation.

According to research head Sonny Africa, “Environmental shifts mean that extreme weather events will become more frequent and there must be much greater investments in the country’s disaster preparedness.”

National Consultation on Civil Society Organizations and Aid Effectiveness

A Summary

The following is the summative report of the national consultation on civil society organizations on aid effectiveness initiated by AidWatch Philippines led by IBON Foundation, Incorporated (IBON) and the Council for People's Development and Governance (CPDG); in cooperation with the Reality of Aid (RoA), and with the support from the Canadian International Development Agency and the National Economic Development Authority (NEDA). The initiative – the Philippine-level consultations on civil society organizations and aid effectiveness – is part of the on-going discussions initiated by the Advisory Group on CSOs and Aid Effectiveness under the Working Party on Aid Effectiveness of the High Level Forum 3. It was conceived following the successful meeting of Philippine CSOs with NEDA on September 17, 2007 where the participants collectively saw the need for a CSO-initiated tri-partite effort where government, donors and CSOs can come together and deepen collaboration towards making aid more effective under the Paris Declaration.

Our unities

We, members of AidWatch Philippines and coming from civil society, unite on the challenge of making the country’s aid system more meaningful for genuine social development. We will exert our best efforts to contribute to improving this.
